Kansas VINE is free, confidential, and voluntary. It is available through VINELink, telephone, and mobile channels. The Kansas Attorney General describes the service as a state partnership that includes the Kansas Sheriffs’ Association. Its most important boundary is explicit: Kansas VINE covers adult offenders housed in Kansas county jails.
KDOC state-prison offenders are excluded. A Russell County case that led to commitment to Kansas prison belongs in KASPER, the KDOC offender repository. Federal BOP custody and immigration custody have their own locators. VINE should not be stretched across those systems merely because the original arrest or conviction occurred in Russell County.

A release alert supports that the feeder processed a custody change. A transfer alert supports continued custody with another location or authority. For lasting proof, preserve the lawful alert and request the Sheriff’s release date, time, type or authority, and destination when transferred.
What does a blank search mean? Very little by itself. Spelling, identity, feed timing, state or federal custody, and visibility limits can all produce no result.

VINE alerts can cover release, transfer, and escape. They do not explain the court disposition or prove that all custody ended. A bond order, sentencing entry, or other court document supplies the legal context, while the jail record documents the processed custody event.
Russell VINE Phone Number Conflict
Official Kansas sources conflict on the VINE telephone number. The current Attorney General landing page displays 1-866-574-7463, while a 2026 Attorney General news item and the official guide use 1-866-574-8463. Because the difference is one digit, publishing either number without context risks routing someone incorrectly.
The live Kansas Attorney General VINE page and VINELink web path are the safest primary access channels. Anyone who prefers telephone registration should confirm the number on the current official page or guide before calling. The discrepancy does not change the county-jail-only coverage rule.
This is also why saved contact details should be checked again. Service numbers, interface labels, and agency pages can change, while an old copy may remain indexed elsewhere.
Read Russell Custody Change Alerts
“Released” means the reporting county jail processed an end to its custody. It does not always mean the person returned to the community. Another warrant, a KDOC commitment, a federal handoff, or immigration custody may follow. Ask the Sheriff for the destination or receiving agency when the record suggests a handoff.
“Transferred” is more direct. It means physical custody continued elsewhere. Search KASPER after processing time when the court record shows a Kansas prison commitment. Use a federal docket or BOP locator when the receiving authority is federal, and check ICE ODLS promptly when the destination indicates immigration custody.
“Escape” is neither release nor transfer. It is a reported custody event that should be left in the source’s exact terms. Do not add a current location or legal conclusion that VINE does not provide.

Confirm Russell VINELink Results
Call the Russell County Sheriff at 785-483-2151 and ask whether the named person remains held, was released, or was transferred. If staff cannot provide the full record by phone, request the existing booking and release entry from the Sheriff’s Office at 210 E. 4th Street, Russell, KS 67665, or by mail at PO Box 825. Ask for the date and time, event type, authority, and destination if those fields exist.
Next, review the Russell County District Court record for a bond order, dismissal, sentence, probation order, revocation, or discharge. The public access portal and courthouse record can explain why the event was lawful, though the court order may not show the exact moment jail staff finished release processing.
