Check ICE Custody Releases

To find someone released from ICE custody after a Russell County handoff, separate the county jail event from the immigration custody event. No ICE detention facility or county ICE detention contract was verified in Russell County. A local record marked “released” can still describe a transfer to ICE rather than a return to the community. The sheriff's receiving-agency field and ICE Online Detainee Locator supply different links in that custody chain.

ICE Custody Handoff Paths

ICE custody is a conditional federal layer serving a Russell County case, not a local facility. The official-source review found no ICE detention center in Russell County and no verified county contract to hold ICE detainees. That evidence limit must remain clear.

A person can complete the Russell County Jail release process and then enter ICE custody. From the jail's perspective, the local custody episode ended. From the person's perspective, detention continued under another agency. The sheriff's release or movement record should be read for “ICE,” “detainer,” “hold,” “transfer,” or a receiving destination.

ICE describes an immigration detainer as a request for notice of an upcoming release and additional holding, generally up to 48 hours beyond the time the person would otherwise be released, so ICE can decide whether to assume custody. A detainer is not itself proof that ICE completed the pickup. Confirm the handoff.

Confirm an ICE Custody Release

Follow the chain in order. Avoid treating disappearance from one system as proof of release from all systems.

  1. Call the Russell County Sheriff's Office and ask whether the booking record shows release or transfer. Request the date, event type, and destination or receiving agency.
  2. If ICE is identified, open the official ICE Online Detainee Locator System promptly. Former detainees appear only for a limited period.
  3. Search by the nine-digit A-number and country of birth when lawfully known. Add leading zeros if the A-number has fewer than nine digits.
  4. Alternatively, enter the exact first and last name, country of birth, and optional date of birth. Try supported spelling variations rather than broad assumptions.
  5. If there is no result, contact ICE through its published information channel and preserve the sheriff handoff record for durable proof.

The ODLS does not display people under 18. An empty search may also reflect an incorrect country of birth, name mismatch, wrong A-number, a record outside the display period, or custody by another agency.

Read ICE Locator Results

ICE states that ODLS includes current detainees and people released from ICE custody within the preceding 60 days. That window makes prompt searching important. It also means the locator is not a permanent release archive.

A current result should be described as an ICE locator result as of the time checked. A former-detainee result establishes only that ICE reports a release from its custody within the covered period. Neither statement proves there is no criminal supervision, state custody, federal criminal case, or later arrest.

A-number
An immigration identifier entered as nine digits for ODLS searching.
Detainer
An ICE request to another law-enforcement agency for notice and limited additional holding.
Handoff
A transfer of physical custody from one agency to another.
Released from ICE
The ICE detention episode ended; other legal obligations may remain.

Preserve the exact displayed status and search date for personal or legal reference. For formal proof, ask ICE or counsel what existing release record is available.

Russell County ICE Records

The local record begins with the Russell County Sheriff's Office because it can document the end of the jail episode and identify a receiving authority if that field exists. Address a precise Kansas Open Records Act request to the office.

Provide the person's full name, an identifying fact, and a narrow booking-date range. Ask for admission and release date/time, release type or authority, movement history, and destination or receiving agency if present. Do not ask the Sheriff to interpret federal immigration law.

No sheriff-specific KORA form, named records custodian, public records email, hours, fee schedule, or retention period was verified. Call before visiting. Under K.S.A. 45-218, the third-business-day rule governs agency response, not guaranteed completion.

ICE Contact After No Result

When ODLS does not resolve the search, ICE directs users toward the appropriate field office or the Detention Reporting and Information Line. The published line is 1-888-351-4024, weekdays from 8 a.m. to 8 p.m. Eastern, excluding holidays.

Prepare the exact name, country of birth, date of birth, and A-number if lawfully available. Explain the last confirmed custodian and approximate handoff date. Do not publish the A-number or other sensitive details while seeking help.

A field office answer may still be restricted by identity, privacy, security, or case rules. An attorney or accredited immigration representative may be appropriate when legal interpretation or representation is needed. Locator assistance is not legal advice.

ICE Versus Federal Prison

ICE detention and BOP imprisonment are separate. BOP handles sentenced federal criminal custody. USMS generally manages federal pretrial defendants. ICE handles civil immigration enforcement and detention. One federal label cannot stand in for another.

If the Russell record says USMS or a federal criminal case, use the federal court docket and BOP route. If it says ICE, immigration, detainer, or includes an A-number, use ODLS. A person may move between systems, so each result should name the agency and date.

The Russell County release search explains the custody chooser across sheriff, Kansas corrections, federal, and immigration systems. It begins with the last confirmed agency rather than a commercial name search.

Limits of ICE Release Evidence

No official local source established how often Russell County encounters ICE handoffs, a current local contract, a standard release door, transport practice, or a public ICE transfer list. Those gaps should not be filled with nationwide assumptions.

ICE's 60-day former-detainee visibility can expire. A later no-result does not erase an earlier custody event. The sheriff's underlying booking and movement record, the immigration case record, or an ICE-produced record may provide a more durable history.

A county “release to ICE” is a custody transfer. Confirm a later community release through ICE-specific evidence.

Identity errors carry real consequences. Compare the A-number, country of birth, exact name, date of birth, and custody dates before connecting a result to a person. A name match alone is not enough.

ICE Release and Court Records

A Russell County court case can explain why local criminal custody ended, but a state court does not decide federal immigration detention. A dismissal, bond order, or sentence completion may coexist with an ICE handoff. The sheriff record supplies the physical transfer link.

Federal immigration proceedings and custody records follow separate access rules. Sealed, protected, or nonpublic information may not be available. State court staff, sheriff staff, and locator operators should not be expected to give legal advice about immigration status.

Use literal, narrow statements: “Russell County Jail listed ICE as the receiving agency,” “ODLS showed current ICE custody on the search date,” or “ICE reported release from ICE custody.” Each statement remains within the source's authority.

Preserve ICE Custody Evidence

Because former-detainee results remain visible for only a limited time, record the search date and preserve a lawful copy for personal or legal reference. Then seek the underlying agency record when lasting proof matters.

A saved locator result can show what ICE reported at that moment. It does not freeze future status or replace an official release document. Recheck the live system before making any time-sensitive statement.

Keep the Russell sheriff handoff entry with the ICE result. That pair distinguishes the date county custody ended from the later date ICE custody ended, which may be different. Do not merge those dates into one release claim.
