Russell County Release Meanings
“Released” marks the end of one agency's physical custody. It does not always mean a person went home. Someone may leave Russell County Jail on bond, after time served, at the end of a local sentence, because a case was dismissed, or under another court order. The same person may instead be transported to another county, committed to the Kansas Department of Corrections, delivered to federal authorities, or handed to immigration custody. Each event ends the Russell jail stay, but only some are community releases.
The Russell County Sheriff's Office holds the local booking and exit record. A court order explains the legal reason for many exits. Kansas VINE may report a county-jail release or transfer, while KASPER follows people who enter Kansas state correctional custody. Federal cases require the federal docket or BOP locator. ICE transfers require the receiving-agency entry and ICE locator. Reading each event within its own system prevents a transfer from being mislabeled as freedom.
Russell County Release Types
The release authority and destination tell more than a blank roster result. Bond ends the jail stay while the criminal case remains open. Time served or sentence completion reflects a sentence event. A release order comes from the court, though jail staff still must receive and process it. A state commitment moves the person into KDOC custody. Federal or ICE delivery also continues custody under another authority.
| Exit type | Meaning | Best next record |
|---|---|---|
| Bond | Community release while the case remains pending | Sheriff exit entry and court bond order |
| Time served or completion | Local custody term ended | Release entry and sentencing record |
| Dismissal or court order | A judge supplied release authority | Court docket and sheriff exit time |
| KDOC commitment | State prison transfer, not community release | KASPER after intake |
| Another county | Custody continues elsewhere | Receiving agency and movement record |
| Federal or ICE handoff | A federal authority may take custody | Federal docket, BOP, or ICE locator |
Do not infer the outcome from the charge alone. Russell County court and sheriff records should be paired because the judge's order and the actual jail departure can carry different times.
Russell County Release Record Fields
Russell County has not published a local release-log form or data dictionary. A request should ask for named fields “if present in an existing record.” That wording seeks the booking/release register entry or an equivalent report without asking staff to write a new account. The useful record connects the right person, booking, case, exit, and destination.
| Requested field | What it can establish |
|---|---|
| Full name and aliases | Identity used in the booking |
| Birth date or identifier | Distinguishes similar names |
| Booking date and time | Start of the local jail episode |
| Release date and time | When Russell custody ended |
| Release authority or type | Bond, order, completion, transfer, or other event |
| Charge, case, and bond | Connects the jail entry to court |
| Destination or receiving agency | Separates release from transfer |
| Movement history | Shows placements tied to the stay |
| Existing booking photograph | Booking image, if releasable |
A release entry does not prove innocence, dismissal, or the end of every obligation. A court order also may not establish the minute of physical departure. Match the sheriff entry to the district-court docket when the legal reason matters.
Request Russell County Release Records
Send a focused Kansas Open Records Act request to the Russell County Sheriff's Office. No sheriff-specific online form, named records custodian, public records email, records hours, or fee schedule was found. Call before visiting. Ask who receives KORA requests, what delivery methods are accepted, and whether the desired date range remains available.
- Give the full name, a suitable identifier, and an approximate booking range.
- Ask for the existing booking/release register entry or equivalent record.
- Name the desired exit, authority, case, bond, movement, and destination fields.
- Request the existing booking photograph separately and prefer electronic delivery.
- Seek an itemized estimate and segregable public portions if any field is withheld.

KORA calls for agency action as soon as possible and by the end of the third business day. That is a response deadline, not a promise that production will be done. An agency may seek a clearer request, charge reasonable actual costs, require advance payment, or withhold protected fields. A denial should state its legal basis. No exact Russell jail retention period was verified, so ask about archives and the applicable schedule.
Russell County Release Record Law
The Kansas Open Records Act procedure governs access, timing, reasonable fees, and denial explanations. K.S.A. 45-217 keeps jail and correctional rosters outside the definition of criminal investigation records. That does not make each booking field open. K.S.A. 45-221 contains closure rules and calls for closed matter to be removed when public parts can still be released.
Juvenile, sealed, expunged, victim-identifying, medical, security, and investigative material may be unavailable. Kansas expungement under K.S.A. 21-6614 can remove a case from normal public court access. It should not be described as erasing every sheriff or KDOC entry without support from the order, law, and agency practice. A blank search can reflect a protected record, old data, a spelling issue, or the wrong system.
Russell County Bond Release
A Russell County bond release ends the jail stay but leaves the case pending. The County Attorney's bond explanation says a judge sets the amount and may impose conditions. Bond is meant to support a return to court. It is not an acquittal, dismissal, or sentence completion.
Read the court order for the terms, then obtain the sheriff entry for the physical release time. A later violation or missed appearance can lead to further court action. The original bond-out record still documents that specific Russell County jail exit.
Russell County Jail Maintenance Charge
Russell County Resolution 2024-3 sets a $60 daily maintenance charge for qualifying inmates incarcerated due to a Kansas conviction. It can cover qualifying days before and after conviction, but it is not a fee placed on every person who is booked or released.
The resolution gives priority to restitution, child support, court costs, and fines. It provides hardship review or waiver and notice and hearing protections before qualifying commissary funds are garnished. This financial record is separate from the release entry and does not show the person's destination.
Find Russell County Released Inmates
No official live Russell County roster, booking archive, 24-hour view, or 72-hour view was located on the county site or reachable legacy sheriff domain as of July 18, 2026. A missing online name is weak evidence. Start with the agency that last held the person and follow the event.
- Call the sheriff and ask if the person is held. If not, ask whether the record says release or transfer.
- Search Kansas VINE for a county-jail event and read its exact event word.
- Review the district-court case for bond, dismissal, probation, sentence, or commitment.
- If the court shows KDOC commitment, use KASPER after intake processing.
- If the record names USMS, BOP, or ICE, use that federal system.
- If still unclear, request the exit time, authority, movement, and receiving agency.
The Russell County jail releases for 24 hours route gives the same-day fallback. For an older event, the sheriff entry and court record form a stronger trail.
KASPER Russell County Release Search
KASPER is the Kansas Department of Corrections search for people who entered KDOC custody or supervision. It is not a full Russell County jail history. A defendant can have Russell as the conviction county while serving in a prison elsewhere. Match identity before relying on a status, movement, release, supervision, or date field.
| Search field | Use |
|---|---|
| Name and alias | Basic and alternate-name search |
| KDOC or KBI number | Strong record identifier |
| Birth date or age range | Narrows similar names |
| Race and gender | Identity comparison |
| Conviction county | Can narrow to Russell cases |
| Photo options | Shows an institutional image when present |
KASPER may show a KDOC number, conviction case, sentence structure, movement, supervision level, parole office, and several dates. “Anticipated guidelines release date” is a projection, not proof of exit. A parole-office location means community supervision, not confinement. KASPER says data is refreshed each working day and warns of modernization gaps.
Russell County Recent Release Gap
The current sheriff page offers contact details but no verified roster, release filter, booking archive, release-date field, or photo field. The linked legacy sheriff domain was unreachable during research. Another county's vendor or a similarly named out-of-state sheriff app must not fill the gap.
Ask the sheriff a narrow oral question first. If staff cannot provide the event, submit a date-bounded request for existing release entries. Kansas VINE can corroborate a county-jail change, and court records can explain the legal action. No online retention window or feed schedule was verified.
Russell County Release Supervision
Parole, mandatory postrelease supervision, and probation are distinct. Parole is conditional prison release for an eligible indeterminate sentence. Postrelease generally follows a determinate Kansas guidelines prison term. Probation is ordered by the court. Court Services or community corrections may supervise it based on the order.
- Parole
- Conditional community release after a parole decision.
- Postrelease
- Supervision following many Kansas prison terms.
- Probation
- Court-ordered community supervision.
- Discharge
- The later end of custody and supervision.
KASPER can display KDOC fields, but it warns that community-corrections probation events after April 21, 2021 are unavailable in its modernized data. Use the court order for probation and the KDOC directory for state supervision.
Russell County Corrections Support
March 2026 county minutes document Central Kansas Community Corrections funding and approved uses that include assessments, medication, transport to treatment, sober-living expense help, and peer support. The minutes establish a regional supervision and support layer. They do not promise that any person qualifies.
A probation order identifies the supervising program. Do not assume a KASPER blank means supervision ended because KASPER lacks a complete current view of community-corrections probation. Contact the office named in the order.
Correct Russell Release Errors
KASPER provides kdoc_pub@ks.gov for accuracy comments about public state records. A comment is not a formal release certificate or substitute for a KDOC records request. Send county jail-entry errors to the sheriff and court errors to the court that created them.
Agencies control their own records. KDOC cannot revise a sheriff booking entry, and the sheriff cannot correct a KASPER sentence field. Use the source office and identify the exact field at issue.
Russell County Release Notifications
Kansas VINE through VINELink covers adults held in participating Kansas county jails. It can report release, transfer, and escape and offer notice channels. It excludes KDOC prisons. Read the event word and obtain the sheriff record when lasting proof is needed.
The BOP locator covers the federal sentenced system and may show a past release date or “Not in BOP Custody.” Neither rules out federal supervision, state custody, or ICE custody. USMS pretrial custody has no public historical locator, so the federal docket supplies the release order.
ICE's locator covers current detainees and, according to ICE, people released from ICE custody in the prior 60 days. A Russell jail exit under a detainer may be an ICE handoff. Request the sheriff destination field and search promptly. No Russell County ICE detention contract was verified.
Russell County Custody Record Guide
Choose the source by agency and event. A roster, if one returns, answers who remains held. A release record answers how a local jail stay ended.
| Source | Best use | Limit |
|---|---|---|
| Sheriff record | Local exit type and destination | No verified online feed |
| Kansas VINE | County-jail event notice | Excludes KDOC |
| District court | Bond, sentence, probation, commitment | Order time may differ from exit |
| KASPER | Kansas prison and supervision | Not every jail or probation event |
| BOP | Federal sentenced custody | Not all federal or ICE custody |
| ICE | Current and limited former custody | No result does not prove release |
Russell County Court Release Proof
Russell County District Court is the durable local fallback. Public hours are Monday through Friday, 8 a.m. to 5 p.m. Seek the bond order, release order, disposition, sentencing entry, probation order, revocation, satisfaction, or discharge that fits the question.
The order gives legal context. The jail entry gives physical timing. Pair them. A “case closed” label does not necessarily show when custody ended, and a sentence can direct transfer to KDOC. Remote access may be limited by eCourt coverage or lawful closure.
Getting Home After Russell Release
Russell Ride serves Russell city limits. The fare is $1 one way. Hours are 8:30 a.m. to 6 p.m. weekdays and 9 a.m. to 4 p.m. Saturday; Sunday is closed. Call 785-483-2525 to request and confirm service.
The city source does not name the jail as a stop or promise pickup. Confirm the exit point and processing status with the jail, then call transit. No official release door, waiting area, property process, or weekend schedule was verified.
Russell County Transfer Warning
Official 2018 county minutes recorded a full Russell jail and eight inmates housed elsewhere. This dated example is not current policy or capacity. It is local proof that absence from the physical jail can mean placement elsewhere rather than release.
Ask for the receiving agency and movement date. Contact another county jail when named, KASPER for KDOC intake, or the correct federal tool. Keep a transfer labeled as a transfer.
Russell County Release Facilities
Russell County Jail is the only locally documented adult detention facility in scope. The full map follows the state, federal, and ICE systems that can receive or serve a Russell case. Nearby Ellsworth Correctional Facility is in Ellsworth County and must not be called Russell County's prison.
